Cebu Traffic Advisory: October 26–30, 2026 – Getting Around Mactan Newtown During the ASEAN Meeting
If you’re planning a trip to Cebu between October 26 and 30, 2026, it’s worth checking the traffic situation on Mactan Island before you go. During this period, the 20th ASEAN Defense Ministers’ Meeting (ADMM) and the 13th ADMM-Plus will be held in Mactan Newtown, and Lapu-Lapu City has advised that traffic delays may occur.
The venue is the Mactan Expo Center in Mactan Newtown (Barangay Mactan). As this is an international event attended by defense ministers and other high-level officials, security measures and vehicle convoys are expected, which may cause congestion on roads around the venue.
If you’re visiting Cebu during this time, we recommend double-checking your airport transfers, hotel pickups, and diving or island hopping schedules in advance.

1. Event Overview
- Dates: Monday, October 26 – Friday, October 30, 2026
- Event: 20th ASEAN Defense Ministers’ Meeting (ADMM) and 13th ADMM-Plus
- Venue: Mactan Expo Center, Mactan Newtown (Barangay Mactan, Lapu-Lapu City)
- Issued by: Lapu-Lapu City Traffic Management System
2. Areas Where Delays Are Expected
The barangays mentioned in the Lapu-Lapu City advisory are:
- Ibo
- Buaya
- Mactan
- Punta Engaño
- Marigondon
According to the advisory, temporary delays are most likely during convoys, with stop-and-go traffic possible. The area around Mactan Newtown is expected to be the most affected.
That said, this doesn’t mean these areas will be congested all day. Actual traffic will depend on the event schedule, convoy timing, and any road closures, so checking the latest updates before you head out is the safest approach.
3. Traveling Between Mactan-Cebu International Airport and Your Hotel
If you’re flying through Mactan-Cebu International Airport, allow extra time for transfers between the airport and your accommodation, especially if you’re heading to or departing from resorts in Mactan Newtown or Punta Engaño.
- Expect a longer-than-usual ride from the airport to your hotel
- Leave your hotel earlier than usual on your departure day
- Check traffic conditions once more before you set off
- If you’ve booked a hotel pickup, reconfirm the time and meeting point
On your departure day in particular, give yourself plenty of buffer time so traffic delays don’t cause you to miss check-in.
4. Will Diving and Island Hopping Tours Be Affected?
The tours themselves shouldn’t be affected much, but hotel pickup and drop-off times may be. If your tour includes a pickup service that stops at several resorts, there may be some delays depending on road conditions.
To avoid confusion on the day, contact your tour operator in advance to confirm your pickup time and location. If your pickup runs a little late, we appreciate your patience.
5. Final Tips
If you’ll be moving around Mactan Island between October 26 and 30, plan for possible traffic and give yourself extra time. This is especially true if you’re staying at resorts in the northeastern part of Mactan, including Mactan Newtown and Punta Engaño.
